How can cost items be imported into the cash book?

If you have declared the items as cost articles in the item master, but with VAT to be deposited. these are also transferred to the cash book.

Can I also import the daily financial statements received in the cash book into my DATEV?

No, you can only export or print the already imported daily financial statements as ".csv" or ".PDF".
