Introduction of an electronic reporting system and mandatory electronic invoicing
As part of the EU Commission's ViDA initiative, the introduction of a modern, electronic reporting system is planned to replace the previous recapitulative statements (SRs). This changeover, planned for 2030 or 2032, is aimed at digitalising and increasing the efficiency of the VAT system. A central aim of the initiative is to combat fraud, create a smooth internal market and adapt tax regulations to the requirements of the digital economy. In addition, mandatory electronic invoicing will be established, which was introduced in Germany by the Growth Opportunities Act and implemented on 22 December 2015. was approved by the Federal Council on 1 March 2024.
Hypersoft is already preparing intensively for the upcoming legal requirements and will work with its partners to implement these changes on time.
Important changes from 1 January January 2025...

Electronic invoices: Must be in the structured format of the European standard EN 16931.

Obligation to issue invoices electronically: Applies to all B2B services in Germany. This obligation does not initially apply to partners in other European countries, such as Adyen Payment.

Transitional regulations: Until the end of 2026, paper invoices and non-standardised electronic invoices are permitted with the consent of the recipient. The new requirements will be mandatory from 2028.

Requirements for invoice recipients: Companies must be able to receive and archive electronic invoices in the new format.

Advantages of e-billing: increased efficiency, cost savings, legal certainty, environmental protection and improved fraud prevention.

Conclusion: The new requirements prepare Germany for the EU-wide ViDA measures and promise considerable advantages in terms of efficiency, costs and the environment.

The Federal Ministry of Finance has compiled and published the most frequently asked questions and answers on the introduction of electronic invoicing for transactions between domestic companies from 1 January 2025.

Old procedure "Mail invoices directly to customers" not ViDA-compliant...
The old method of Mail invoices to customers directly, where invoices were sent directly from the POS system to customers by email, is not optimised for ViDA Europe and will not generate electronic invoices in the required format.
